The ABS program is for adults who are functioning on less than an eighth grade level. The program is designed to work with nonreaders or adults working on functional living skills. Adult High school diploma serves adults who are pursuing their high school diploma through an agreement of affiliation with Stanly County School System. Twenty credits are required for students 18 and older. For students between the ages of 16 and 17 the number of units required is 28. Students must also pass the North Carolina Competency Test before the diploma is awarded. Rabies control safety measures, trapping and sheltering dogs and cats. Adoption of stray dogs and cats. All services free except adoption and reclaiming. Adoption charges are: dogs -$75; cats - $80. To reclaim an animal, the charge is $50.00 if the dog/cat was picked up 8:30am-5:00pm Monday - Friday. If the dog/cat was picked up after hours, on the weekend, or a holiday, the charge is $65.00. To reclaim animals taken with a tranquilizing gun, the fee is $100.00. To reclaim an animal after the owner has been contacted and a 24-hour period has passed - reclaim fee plus $15.00 per day. The fee for animal bite containment is $15.00/day. The fee for the full 10-day confinement is $150.00.

Low Income Energy Assistance Program (LIEAP) is a federally funded program which provides a payment once a year in February to eligible low-income persons to help with the cost of heating expenses. Normally, applications for heating expenses are accepted for two weeks during the fall of the year for the check to be received the following February.

The service approach focuses primarily on a single youth program, which combines the traditional year round youth training activities and summer youth employment component into a single program. Eligible youth ages 14-21. Basic skill deficient: In school, School drop-out, Homeless youth, Runaway or Foster child. Youth program elements include: Tutoring, Study Skills Training, Dropout Prevention Strategies, Leadership Development Activities, Adult Mentoring, Job Shadowing, Comprehensive Guidance/Counseling.

Work First Family Assistance provides a money payment and medical assistance to families with children who are deprived of the care or support of one or both parents due to death, physical or mental incapacity, absence from the home or unemployment. Applicants are required to seek employment prior to approval for benefits.
